Finland vs. Qatar.

When comparing the TIMSS mathematics assessment performance of 4th grade Finnish students in comparison with students from Qatar, the results show that Finnish students outperform Qatari students on a large majority of the test items. Specifically, Qatari students outperformed Finnish students on only 10% of the items. The average difference in performance between the two groups is 26.4, with the highest point difference being 53, while the smallest difference was 1. In order to categorize the magnitude of the item differences, we will use the average to dichotomously score each difference as large or small. Hence, those items that show group differences greater than 26.4 are considered fairly large, while those that show group differences less than 26.4 will be considered small. The magnitude of the differences in each of the content domains and topic areas will be referred to as small or large differences based on the criteria set forth which was derived from the average difference.

In the Data Display content domain, 56% of the Data Display items show large differences when comparing Finnish and Qatari students. Specifically, 33% of the items in the Organizing and Representing topic area showed large differences between Finnish and Qatari test takers. When comparing Finnish and Qatari students in the Reading and Interpreting topic area, 67% of the items showed large differences. Overall, in the Data Display content domain, the Reading and Interpreting topic area had the largest number of test items that showed large differences in performance between Finnish and Qatari students, while the Organizing and Representing items had the smallest number of large differences.

With reference to the Geometric Shapes and Measures content domain, when comparing Finnish and Qatari students the results showed that 46% of the Geometric Shapes and Measures items show large differences. In the Points, Lines, and Angles topic area, 56% of the items showed large differences between Finnish and Qatari test takers. When comparing Finnish and Qatari students in the Two- and Three-Dimensional Shapes topic area, 40% of the items showed large differences. Overall, in the Geometric Shapes and Measures content domain, the Points, Lines, and Angles topic area had the greatest number of items that had the largest, while Two- and Three-Dimensional Shapes topic area had the smallest number of large differences in performance between Finnish and Qatari students.

In the Numbers content domain, when comparing Finnish and Qatari students, the results show that 58% of the Numbers items show large differences. Specifically, in the Fractions/Decimals topic area all of the items showed large differences between Finnish and Qatari test takers. When comparing Finnish and Qatari students in the Number Sentences with Whole Numbers topic area, 25% of the items showed large differences. When comparing Finnish and Qatari students in the Patterns and Relationships topic area, 43% of the items showed large differences. Lastly, in the Whole Numbers topic area, 55% of the items showed large differences when comparing Finnish and Qatari students. Overall, in the Numbers content domain the Fractions/Decimals topic area had the greatest
